Scope includes phased renovation of restrooms, reconfiguration of entry sequence with secure vestibule, front office relocation, upgrades to administrative and clinic areas, and renovation/repositioning of four classrooms.
Learning Objectives:
- Recognize the importance of functional design in school operations and explain why the original 1970 design no longer meets current security standards.
- Identify scheduling challenges and propose solutions for implementing a phased construction approach that minimizes disruption while school is in session.
- Understand safety and security in an operational school, in particular around restroom safety.
- Learn about the creative solutions that improve school spirit and keep within the existing building envelope and budget.

Randy Newman, Capital Facilities Director for the Office of Superintendent of Public Instruction (OSPI), will present an overview of current and emerging Washington State legislation affecting K–12 public school facilities. The session will focus on legislative actions related to building codes, funding mechanisms, and student wellness initiatives that directly influence the health, safety, and welfare of building occupants.
Learning Objectives:
- Identify current Washington State legislative actions affecting K–12 school facility design, construction, and funding that have direct implications for occupant health, life safety, and welfare.
- Evaluate how changes to state K–12 capital funding policies influence facility planning decisions that affect safety, accessibility, durability, and long-term building performance.
- Analyze the financial and project delivery impacts of state-level K–12 code changes on school construction and renovation projects, with emphasis on compliance, risk mitigation, and cost forecasting.
- Recognize emerging state building code and policy initiatives related to indoor environmental quality, healthy buildings, and student wellness, and assess their implications for K–12 facility design and operations.
Speaker: Randy Newman, Director School Facilities and Organization, WA OSPI
Randy administers the state’s K-12 capital programs. His section administers grant funding to schools to construct, modernize, or replace school buildings along with other programs such as school seismic safety, energy assessments, and HVAC replacements. He has held various positions in the section since 2010 until he was appointed Director in 2018.
Randy has provided key staff support for the development of the WSSP (WA Sustainable Schools Protocol), the TAC (Technical Advisory Council) and plays a key role informing the State Legislature about K12 facilities.
