Todd Bell currently serves as the Executive Director of Finance and Operations for Kentwood Public Schools. Todd has experience in Finance, Business Operations, Architecture, Facility Scheduling and Use, Fleet Management, Human Resources and Construction Management. He serves as one of four members of the Superintendent’s cabinet responsible for the management of Kentwood Public Schools, a 9200 student, diverse district located in Western Michigan.
Irene Nigaglioni, AIA, ALEP, LEED AP BD+C offers varied experience in educational and institutional facilities. As President of IN2 Architecture, Irene is involved in all aspects of a project, including visioning, programming, master planning, schematic design, design development, construction documents and contract administration.
She has earned the A4LE Lifetime Achievement Award for her contributions to the world of educational facility design and planning and is a A4LE Fellow. She is also an instructor in the Advanced Academy for Educational Facility Environments and serves on the executive committee of the Collaborative for High performance Schools (CHPS).
Roy Sprague, AIA, ALEP, LE FELLOW is a registered Architect and Interior Designer in the state of Texas with 42 years of experience in facilities and construction. He recently retired as the Chief Operations Officer for Cypress-Fairbanks ISD (CFISD), the third largest school district in the state of Texas providing leadership for eight divisions with over 3500 employees. He managed the successful completion of the design and construction of six Bond Programs totaling over $3.7 billion of new construction and renovations of K-12 educational facilities and most recently, the $1.762 billion program passed in May 2019. He recently joined Prolego Consulting Services, a program management company, as Senior Vice President leading and advancing Prolego’s initiatives in the K-12 education sector.
Melissa Turnbaugh, AIA is a partner at PBK and brings over 17 years of experience in educational facility planning, design and management. Driven by a belief that all students should have equitable access to innovative indoor and outdoor learning environments, she leads as National Education and Innovation Leader, promoting research-based, student-centered learning spaces.
Julius Williams has more than 25 years of experience in environmental health and safety and facilities management in university/higher education, K-12, government and commercial settings. In his current role as Administrative Coordinator of Environmental Services with Prince William County Schools Office of Facilities Services, Julius is a leader and key collaborator with division leadership and stakeholders such as maintenance staff, school administrators, risk management, community residents and local, state and federal regulatory officials. As a principle expert in his field, he is an active contributor to policy and procedure development for asbestos, lead, indoor air quality, mold remediation and a division-wide Municipal Separate Storm Sewer System stormwater management program.
